LABOUR RATES SCHEDULE

Specified below are the Labour Rates we propose for your perusal and approval. We are open to dialogue for further clarification if deemed necessary by your Contracts Specialist Office for review considering commercial viability options. The PNG National Qualification Framework is not applied in most industries which has resulted in a bottled neck system in the technical training field. There are qualified tradespersons either with experience or lacking experience, many more Trade Assistants who are equally competent and/or are overqualified than many tradespersons, followed by a great number of semi-skilled Trade Assistants, and lastly, a very large number of Trade Assistants who have little to nil experience at all. Therefore, the status quo of Labour either Highly Skilled, Skilled, or Semi – Skilled is quite a demand in PNG, New Ireland inclusive. Taking that into considerations, CHL has proposed these rates.

Semi – Skilled Labour

Personnel with some prior
knowledge, training, or experience to perform specialized tasks. TA Carpenter, TA Welder, TA Mechanic, TA Plumber

Grade 8/10/12 + TVET Cert I, II + Industrial Job Training + 1 1/2 year Any Industrial Experience + CHL Induction + Familiarization

Grade 8/10/12 + TVET Cert I, II/III + On the Job Training + 1 to 2 years Any Industrial experience + CHL Induction + Familiarization

Grade 8/10/12 + TVET Cert I, II, III, + On the Job Training + 2 years Any Industrial experience or 3 to 4 years mining experience

Skilled Labour

Personnel who possess training,
education, and experience, which is
often extensive. Normally a
Tradesman in Welding or Electrical
suits the term. Otherwise, in PNG,
many Trade Assistants also possess
extensive experience and training,
and are equally competent to a
Tradesman. Non – existent is the
Type of Labour these TAs can be
classified under.

• Grade 8/10/12 + TVET Cert I/II/III/IV or with 3 years Any Industrial
Experience
• TVET CERT I or II/III/III +4 to 5 years mining experience

• Grade 8/10/12 + TVET Cert I or II/III/IV + 3 to 5 years Any industrial or
• 5 to 7 years mining experience
• Tradesman with 3 to 4 year experience

• Grade 8/10/12 + TVET Cert I or II/III/IV and/or 5 years Any Industrial Experience
• 8 to 10 years mining experience
• Tradesman with 5 to 14 years’ experience either industrial + relevant higher certified AUZ/NZ courses/standards
